8 October White House fact sheet from the Science: A New Golden Age summit. The posted total is $2.4 billion in tools and compute credits for the Genesis Mission Consortium, supporting more than 15 federal agencies. Named shares: Nvidia $1 billion, AMD $500 million, OpenAI $200 million, Anthropic and Google $150 million each, AMP and Emerald AI $100 million each, AWS, Armada, Crusoe, and Micron $50 million each. Nvidia’s newsroom says its share is over five years. Anthropic says its $150 million is over three years. A pledge list. Not an appropriation, not a statute, and not cash already spent. The fact sheet also restates NSF and Energy putting more than $100 million into instrumentation and autonomous labs.

The Department of Energy will invest more than $500 million over five years in laboratory measurement, modeling, and computation for the Virtual Biology Initiative, through the Genesis Mission. NIH will coordinate datasets built with more than $500 million in earlier federal funding and let Biohub standardize them for training. Google DeepMind, Isomorphic Labs, and Meta are jointly putting in $300 million. Biohub’s April commitment was $500 million. DOE Under Secretary for Science Darío Gil is quoted on the page. ReportedThe 8th Circuit pause on Minnesota’s AI fake-nude ban is still an injunction
2 October order, unchanged this morning. The St. Louis-based court granted xAI an injunction pending appeal after a district judge refused the same stay last month. The state law took effect 1 August and bars tools from generating a realistic intimate body part that was not in the source photo of an identifiable person. xAI says the First Amendment covers the tool and that Grok Imagine has blockers; Minnesota says it will defend the statute. An injunction, not a merits ruling and not a federal statute.

DisclosedDOJ arrests a California man over $300 million in export-controlled GPU servers
1 October. Greg Lui, also known as Yiu Kong Lui, of San Gabriel, was arrested on a three-count indictment returned 29 September. Prosecutors say Earthmade Computer Inc. bought high-end servers containing U.S.-made GPUs in 2023–2024, routed them through Malaysia and Singapore, and re-exported them to China without Commerce licenses. From January to October 2024 the company received more than $176 million from two Malaysia-based shippers. Charges: conspiracy to violate the Export Control Reform Act and the Export Administration Regulations, outbound smuggling, and money-laundering conspiracy. BIS, the FBI, and DCIS are investigating. An indictment is an allegation. He is presumed innocent. Not a new export rule.

A senior FTC official told Reuters the agency is opening an industry probe and plans to demand information and compel testimony from executives at OpenAI, Anthropic, and the research group METR. Described as the administration’s first enforcement move aimed at rogue agents. The companies had not commented when Reuters published. A reported investigation, not a complaint, order, or finding.
